August 28, 2024 Installation Status for Fixed Terminal System Transmission Facilities as at End of FY 2023
- Collective Share of Installed Subscriber Lines for NTT East and West

 The Ministry of Internal Affairs and Communications (MIC) has received reports from telecommunications carriers regarding the installation status of their fixed terminal system transmission facilities as at the end of FY 2023 (end of March 2024), in accordance with Article 3, Paragraph 1 of the Telecommunications Business Reporting Regulations (Ministry of Posts and Telecommunications Ordinance No. 46 of 1988). The MIC will publish the aggregated results.

1. Purpose

 To designate Category 1 telecommunications facilities in accordance with the provisions of Article 33, Paragraph 1 of the Telecommunications Business Act (Act No. 86 of 1984), the MIC receives reports from telecommunications carriers installing fixed terminal system transmission facilities (*) every fiscal year regarding the installation status of such facilities as at the end of the fiscal year, in accordance with Article 3, Paragraph 1 of the Telecommunications Business Reporting Regulations.
 We have aggregated and compiled reports from telecommunications carriers regarding their installation status as at the end of FY 2023. We will publish the results.

  Transmission facilities in which one end of transmission facilities, such as telephone lines or optical fibers, is connected to a user's telecommunications facilities installed in a specific location (hereinafter referred to as the "subscriber line")

2. Summary of results

 A summary of the aggregated results is shown below. (Nippon Telegraph and Telephone East Corporation is hereinafter referred to as "NTT East." Nippon Telegraph and Telephone West Corporation is hereinafter referred to as "NTT West.") ("NTT East" and "NTT West" are hereinafter collectively referred to as "NTT East and West.")

1. Collective share of installed subscriber lines for NTT East and West

  The collective share of installed subscriber lines for NTT East and West decreased from 70.9% at the end of FY 2022 to 69.9% at the end of FY 2023, a drop of 1.1 percentage point. This decrease is mainly attributed to a decrease in the share of metal lines (two-wire systems), which are predominantly monopolized by NTT East and West (93.2%), from 31.2% at the end of FY 2022 to 29.3% at the end of FY 2023.

  The respective shares of installed subscriber lines for NTT East and West declined. (NTT East: 76.9% at the end of FY 2022 -> 76.2% at the end of FY 2023, a drop of 0.7 percentage points. NTT West: 64.8% at the end of FY 2022 -> 63.4% at the end of FY 2023, a drop of 1.4 percentage points.)

  The collective share of installed subscriber lines for NTT East and West by prefecture exceeds 50% in all prefectures. The percentages for the following seven prefectures were in the 50% range: Nara (50.8%), Mie (51.4%), Hyogo (52.1%), Shiga (54.5%), Osaka (54.6%), Aichi (55.4%), and Gifu (58.7%).

2. Collective share of installed optical fiber lines for NTT East and West

• 1.
  The collective share of installed optical fiber lines for NTT East and West at the end of FY 2023 decreased from 73.7% at the end of FY 2022 to 72.9% at the end of FY 2023, a drop of 0.9 percentage points. This decrease is attributed to the increased installation of optical fibers by power companies and regional CATV operators.

  The respective shares of installed optical fiber lines for NTT East and West declined. (NTT East: 89.0% at the end of FY 2022 -> 88.6% at the end of FY 2023, a drop of 0.4 percentage points; NTT West: 59.9% at the end of FY 2022 -> 58.9% at the end of FY 2023, a drop of 1.0 percentage point.)
• 3.
  For the collective share of installed optical fiber lines for NTT East and West by prefecture, eight prefectures are below 50%: Mie (36.5%), Nara (38.5%), Shiga (42.9%), Aichi (43.8%), Tokushima (45.0%), Gifu (46.4%), Hyogo (48.6%) and Oita (49.8%).
