August 30, 2024 Recruitment of External Human Resources to Promote Digital Transformation (DX) in Municipalities (Support for Securing External Human Resources)
The Ministry of Internal Affairs and Communications (MIC) is recruiting external personnel from the private sector, etc., with certain skills and experience to advance external human resources in local governments for promoting municipal digital transformation (DX).
1. Business overview
In September 2022, the MIC formulated the “Skill Standards for External Human Resources to Promote Municipal DX”, which categorized the skills and experience that external human resources should possess to serve as a reference for municipalities in securing external human resources to promote municipal DX.
In addition, as a major government support measure to secure digital human resources for establishing a municipal DX promotion system based on the “Municipal DX Promotion Plan [Version 3.0]”, a project to provide a list of external human resources to local governments has been in operation since FY 2022. Personnel from the private sector, etc., with certain skills and experience, were publicly solicited based on the above skill standards. The list includes information on those who have completed the training course.
2. Outline of application requirements
Through the subsidized company (Fujitsu Research Institute), MIC is recruiting a wide range of applicants from the private sector, etc., who wish to provide information to local governments as individuals who have attended the training.

Producers: Planning and promotion of municipal DX on a government-wide basis

3. Training overview
This training aims to provide basic knowledge of local government organizations, operations, information systems, and national policy trends related to promoting municipal DX to external human resources with no experience working for local governments.
