August 7, 2024 Signing of Memorandum of Cooperation in the fields of Information and communications and Postal Services with the Ministry of Information and Communications of Vietnam

 On Tuesday, August 6, 2024, Minister Matsumoto of Internal Affairs and Communications met with Minister Nguyen Manh Hung of Information and Communications of Vietnam during his visit to Japan. The MIC and the Vietnamese Ministry signed an agreement to renew the "Memorandum of Cooperation in the Field of Information and Communications" and the "Memorandum of Cooperation in the Postal Field" between the two ministries.

1. Background of the signing of the Memorandums of Cooperation

 The "Memorandum of Cooperation in the Field of Information and Communications," originally signed in 2010, has been renewed three times. The "Memorandum of Cooperation in the Postal Field," originally signed in 2015, has been renewed twice. Both memoranda were most recently signed in January 2020 between then Minister Takaichi and Minister Hung.
 Recently, Minister Matsumoto and Minister Hung met and agreed to continue promoting cooperation between the two countries in the fields of information and telecommunications and postal services.

2. Overview of the Memorandum of Cooperation

1. Memorandum on Cooperation in the Field of Information and Communications

 The existing areas of cooperation include cybersecurity and human resource development. The scope has been expanded to include open and secure 5G technologies, such as Open RAN. An example of anti-piracy measures has been added to the existing area of cooperation focused on improving the Internet usage environment.

2. Memorandum on Cooperation in the Postal Field

 The existing areas of cooperation include improving the quality of postal services, providing sustainable universal services, and developing human resources. The scope has been expanded to include the introduction of digital transformation (DX) solutions.

3. Future policy

 Based on the renewed MoC, the MIC will further promote cooperation between the two countries in the fields of information and communications and postal services.
