September 13, 2024 Release of Interim Report (Phase 2) of the Study Group on Next-Generation ITS Communications for Cooperative Automated Driving and Results of Solicitation of Solicitation for Public Opinion
The Ministry of Internal Affairs and Communications (MIC) solicited public opinion on the Interim Report (Phase 2) drafted by the Study Group on Next-Generation ITS Communications for Cooperative Automated Driving (Chaired by MORIKAWA Hiroyuki, Professor, Graduate School of Engineering, The University of Tokyo) from Wednesday, July 17, 2024, through Wednesday, August 21, 2024, and received 16 opinions.
Based on the results, the Interim Report (Phase 2) of the Study Group was finalized. Accordingly, MIC is releasing the report, along with the results of the solicitation for public opinion.
○ Overview
In preparation for the era of automated driving, there are growing expectations for the intelligent transport system (ITS) that utilizes information and communications technology, especially for V2X, i.e., vehicle-to-everything communications. Globally, studies for the actual use of V2X communications are actively underway, particularly in Europe and the United States.
In Japan, based on international discussions at the International Telecommunication Union (ITU), the Japanese government will consider specific measures for V2X communications in the 5.9 GHz band in addition to the existing frequency bands for the ITS (e.g., the 760 MHz band) in the Action Plan for Spectrum Reallocation (fiscal 2022 version).
Against this background, the Study Group on Next-Generation ITS Communications for Cooperative Automated Driving was established in February 2023 to allocate the 5.9 GHz band to V2X communications. In August 2023, the Study Group formulated and published an Interim Report (Phase 1) stating that "up to 30 MHz in the 5,895 - 5,925 MHz band should be allocated to V2X communications.”
Based on the Interim Report (Phase 1), the Study Group has continued its study to develop a draft policy for allocating the 5.9 GHz band to V2X communications and a draft roadmap for introducing V2X communications.
This time, the draft Interim Report (Phase 2) was compiled by the Study Group, and a solicitation for public opinion was conducted from Wednesday, July 17, 2024, through Wednesday, August 21, 2024, and received 16 opinions. Based on the results, the Interim Report (Phase 2) was finalized. Accordingly, MIC opens the same to the public, along with the results of the solicitation for public opinion.
