September 6, 2024 Results of Public Solicitation on a Draft Guidance for On-Site Measurement of High-Frequency Equipment and Publication of the Guidance
The Ministry of Internal Affairs and Communications (MIC) solicited opinions on a "Draft Guidance for On-Site Measurement of High-Frequency Equipment" from Tuesday, June 25, 2024 to Wednesday, July 24, 2024, and received two opinions, which have been compiled and reviewed for publication together with the guidance.
○ Background
The method of on-site measuring for high-frequency equipment for which a permit is required, other than communication equipment, is specified in MIC Notice No. 211 of 2015 (Measurement Methods for Interference Voltage at the Power Terminal of High-Frequency Equipment other than Communication Equipment, and Magnetic Field Strength or Electric Field Strength due to Emissions at Used Frequencies and Unwanted Emissions, based on the provisions of Article 65, paragraph 2 of the Radio Equipment Regulations).
On-site measurements are typically conducted in an environment where wireless radio waves and unwanted radio waves from other equipment are present, and must be handled according to the surrounding environment and the installation status of the equipment, causing more processes for confirmation and decision making compared with measurements at a test site, and those with little experience in performing measurements may encounter various questions and issues that cannot be resolved within the scope of the specified measurement methods.
For this reason, the MIC developed a "Draft Guidance for On-Site Measurement of High-Frequency Equipment" as a prescriptive guide for supplementing the measurement methods prescribed in the Radio Act and related regulations and promoting smooth measurement, and solicited opinions from Tuesday, June 25 to Wednesday, July 24, 2024.
