January 10, 2025 Results of the Solicitation for Opinions on the Draft Ministerial Ordinance Partially Amending the Regulations for Enforcement of the Radio Act and Other Rules, and the Report from the Radio Regulatory Council
- Institutionalization for Introducing 433 MHz Band Tire Pressure Monitoring and Remote Keyless Entry -
The Ministry of Internal Affairs and Communications (MIC) solicited opinions on a draft ministerial ordinance that partially revises the Regulations for Enforcement of the Radio Act (Radio Regulatory Commission Rules No. 14 of 1950) and other rules. The opinion solicitation ran from Saturday, November 16, 2024, to Monday, December 16, 2024. As a result, five opinions were submitted.
Based on the results of the opinion solicitation, the MIC consulted the Radio Regulatory Council, chaired by SASASE Iwao, Professor Emeritus of Keio University, regarding the draft ministerial ordinance and a draft notice that partially amends the frequency allocation plan (MIC Notice No. 402 of 2024). Today, the MIC received a report indicating that amending them in accordance with the content of the drafts is appropriate.
Based on the results of the opinion solicitation and the report from the Radio Regulatory Council, the MIC will promptly amend the related regulations.
1. Overview
In Japan, tire pressure monitoring systems (TPMS ) and remote keyless entry (RKE ) were introduced in 2007 as radio stations (specified low-power radio stations) that use the 315 MHz band, which does not require a license. Internationally, the 433 MHz band is widely used for TPMS and RKE systems, making it a global standard frequency for both.
We should align with international frequency coordination and respond to domestic requests for new frequencies. The MIC consulted the Information and Communications Council, chaired by ENDO Nobuhiro, Special Advisor to NEC Corporation, regarding technical requirements for 433 MHz band tire pressure monitoring systems and remote keyless entries. After discussions, we received a partial report from the Council on the matter in November 2024.
In response, we decided to proceed with necessary institutionalization to introduce these systems. Therefore, we solicited opinions on the draft ministerial ordinance to partially amend the Regulations for Enforcement of the Radio Act and other related rules. The opinion solicitation period ran from Saturday, November 16, 2024, to Monday, December 16, 2024.
2. Report from the Radio Regulatory Council
Based on the results of the opinion solicitation, we consulted the Radio Regulatory Council on matters regarding the Radio Act (Act No. 131 of 1950) included in the draft ministerial ordinance to partially amend the Regulations for Enforcement of the Radio Act and the draft notice to partially amend the frequency allocation plan. Today, we received a report indicating that amending the Act in accordance with the content of the drafts is appropriate.
3. Upcoming schedule
Based on the report from the Radio Regulatory Council and the results of the opinion solicitation, the MIC will promptly amend the related regulations.
