January 17, 2025 Publication of Outcome Documents on Open RAN and AI by Global Coalition on Telecommunications (GCOT)
The Ministry of Internal Affairs and Communications (MIC), in collaboration with relevant government agencies in the United Kingdom, Australia, Canada, and the United States, has compiled the following documents as the outcome of discussions at the GCOT: "GCOT Open RAN Certification Principles" and "Principles on Artificial Intelligence Adoption in the Telecommunications Industry."
The GCOT is a multinational cooperative framework for telecommunications established in October 2023 by the MIC, and relevant government agencies in the United Kingdom, Australia, Canada, and the United States. Its goals are to: (1) increase cooperation and coordination between the GCOT partners on telecommunications, (2) build broader international consensus on key areas of telecommunications policy, (3) enable dialogue between policymakers, industry, and academia, and (4) promote innovation and growth opportunities for industry.
The GCOT partners have been discussing supply chain diversification and future telecommunications such as 6G, as the first efforts since its establishment. We are pleased to announce that we have compiled the following two documents as the outcome of our discussions:
1. GCOT Open RAN Certification Principles
The document provides a voluntary framework for Open RAN ecosystem stakeholders, including telecommunications carriers and vendors, that can be referenced by the telecommunications industry to develop a voluntary certification system for Open RAN.
2. Principles on Artificial Intelligence Adoption in the Telecommunications Industry
The document summarizes principles for the responsible use of AI in the telecommunications operations, targeting industry leaders, researchers, and those developing AI solutions for telecommunications.
