October 14, 2025 Publication of the Results of the Solicitation for Opinions on the "FY2025 Draft Survey Plan on Monitoring of Implementation Status of Consumer Protection Rules" (hereinafter the "Draft Survey Plan") and the Final Survey Plan

 The Ministry of Internal Affairs and Communications (MIC) has prepared the Draft Survey Plan for the FY2025 periodic survey to investigate the status of compliance with the Consumer Protection Rules under the Telecommunications Business Act (Act No. 86 of 1984), and solicited opinions from Wednesday, August 27, 2025, to Thursday, September 25, 2025.
 Based on the results of the opinion solicitation, we have compiled and published the Final Survey Plan.

1. Background

 The MIC formulated the "Basic Policy for Supervising the Consumer Protection Rules in the Telecommunications Business" in 2016. Based on this policy, the MIC conducted surveys to investigate the status of compliance with the Consumer Protection Rules. To share, review, and evaluate the results among the parties concerned, these surveys have been conducted every fiscal year since FY2016.
 In preparation for the FY2025 periodic survey, the MIC solicited opinions on the Draft Survey Plan from Wednesday, August 27, 2025, to Thursday, September 25, 2025. As a result, six opinions were received. The opinions submitted and the MIC's position on them are shown in Attachment 1. Based on these opinions, we have compiled the Final Survey Plan, which has been made available in Attachment 2.
