October 1, 2025 Results of the Solicitation for Opinions on Edition 3 of the Draft Guidelines for Conformity Certification of Terminal Equipment with Standards under the Telecommunications Business Act (hereinafter the "Draft Guidelines"), and Publication of the Guidelines

 The Ministry of Internal Affairs and Communications (MIC) solicited opinions on the Draft Guidelines (Edition 3) from Tuesday, July 1, 2025, to Wednesday, July 30, 2025. The MIC has decided to publish the results and the Guidelines.

1. Overview

 In response to the partial report (December 2024) from the Information and Communications Council on the "Technical Requirements for Telecommunications Facilities for Intercarrier Roaming in Emergencies," the MIC promulgated the "Ministerial Ordinance Partially Revising Regulations on Telecommunications Facilities and Terminal Equipment for Business Use" on May 29, 2025. This promulgation is intended to establish legal frameworks for realizing intercarrier roaming of mobile phone services during emergencies.
 We need to clarify how the revised ministerial ordinance should be applied to conduct the conformity certification of terminal equipment that enables intercarrier roaming during emergencies with technical standards and its design certification. To this end, the MIC prepared the Draft Guidelines (Edition 3) by adding Chapter 3, "Conformity Certification of the Function Enabling Intercarrier Roaming during Emergencies with Technical Standards," to Edition 2. The MIC solicited opinions on Edition 3 from Tuesday, July 1, 2025, to Wednesday, July 30, 2025; however, no opinions were received.
 We have made necessary revisions, and published the Guidelines (Edition 3).
