October 21, 2025 Results of the Survey on New Radio Use in the 900 MHz Band (Quick Report)
The frequency band will become available following the termination of digital Multi-channel Access (MCA) land mobile communication systems and advanced MCA radio communication systems. To determine methods for utilizing this unused frequency band, the Ministry of Internal Affairs and Communications (MIC) will conduct a survey on new radio use of the 900 MHz band from Monday, August 25, 2025, to Wednesday, October 1, 2025.
As a result, eight proposals were received from seven parties.
1. Overview
To consider the use of the frequency bands that will become available following the termination of digital MCA land mobile communication systems and advanced MCA radio communication systems, the MIC has conducted a survey on operators who are interested in starting advanced MCA radio communication systems operating in the frequencies of 890-900 MHz and 928-945 MHz. The survey period ran from Monday, August 25, 2025, to Wednesday, October 1, 2025. The MIC has also solicited proposals on mobile communication systems compliant with 3GPP technical specifications, as well as specific systems involving new radio use.
As a result, eight proposals were received from seven parties.

3. Future schedule
In response to the results of the survey, the MIC plans to seek opinions from external experts and then consider how to utilize the frequency bands that will become available following the termination of the digital MCA land mobile communication systems and the advanced MCA radio communication systems in the relevant frequency bands.
