October 29, 2025 Latest Update on the Hiroshima AI Process Friends Group and Partners’ Community

Following the Hiroshima AI Process Friends Group first in-person Meeting held on February 27 and 28, 2025 (at the Hotel New Otani, Tokyo), 3 countries have joined the Friends Group, and ten organizations have joined the Partners’ Community.
To date, 57 countries and one region have joined the Friends Group and 26 organizations have joined the Partners’ Community.

1. Background

In 2023, under Japan’s G7 Presidency, G7 launched the "Hiroshima AI Process (HAIP)," a framework for discussing an international governance framework for advanced AI systems and agreed on the "International Guiding Principles" and the "International Code of Conduct".
In May 2024, the HAIP Friends Group was established as a voluntary framework of countries supporting the spirit of the HAIP. In February 2025, the Group’s Partners’ Community was launched as a voluntary framework involving private companies, international organizations, and others that support the spirit of the HAIP and the activities of the Friends Group.
Since then, the number of participating countries and organizations has steadily grown. Since the Friends Group Meeting in February, 3 countries—Malaysia, the Republic of Indonesia, and the Arab Republic of Egypt—have joined the Friends Group. Additionally, ten organizations—United Nations Development Programme (UNDP), the Center for AI and Digital Policy (CAIDP), Palo Alto Networks, Impact AI, the World Economic Forum (WEF), the Business Software Alliance (BSA), Oracle Corporation Japan, Box Japan, Adobe, and Anthropic—have joined the Partners’ Community. Currently, 57 countries and one region participate in the Friends Group, and 26 organizations participate in the Partners’ Community.
On March 15 and 16, 2026, we will hold the Friends Group second in-person meeting in Tokyo. Through such events, we will continue to promote the HAIP.
