October 30, 2025 Establishment of Business Development–Oriented Global Standardization and Intellectual Property Strategy Task Force
At the Beyond 5G New Business Strategy Center, for which the Ministry of Internal Affairs and Communications (MIC) serves as the secretariat, Business Development–Oriented Global Standardization and Intellectual Property Strategy Task Force will be established for the purpose of considering approaches to global standardization and intellectual property strategies aimed at accelerating social implementation and overseas expansion in the ICT field.
1. Objectives
The MIC established the Beyond 5G New Business Strategy Center (co-headed by Dr. MORIKAWA Hiroyuki, Professor, Graduate School of Engineering, the University of Tokyo and Dr. YANAGAWA Noriyuki, Professor, Graduate School of Economics, the University of Tokyo) in December 2020, with the aim of ensuring that global standardization and intellectual property activities are strategically promoted under the business strategies of private enterprises, and the center has been carrying out various initiatives since its establishment toward the Beyond 5G era.
Within this center, Business Development–Oriented Global Standardization and Intellectual Property Strategy Task Force will be established to consider measures to promote standardization with a focus on social implementation and overseas expansion, as well as approaches for securing and strengthening the development of human resources in standardization. In conducting these examinations, the task force will take full account of national research and development and initiatives undertaken by private companies and other entities related to Beyond 5G, and based on this, it will consider concrete global standardization and intellectual property strategies through public–private collaboration.
2. Items for consideration
(1) Organize the roles that global standardization and intellectual property acquisition should play in securing market share in the ICT field.
(2) Analyze domestic and international trends in standardization and identify issues and challenges in standardization activities.
(3) Consider measures to promote standardization that will accelerate social implementation and overseas expansion.
(4) Consider measures to secure and strengthen the development of human resources for standardization through public–private collaboration.
(5) Other matters deemed necessary for consideration.
3. Schedule
The first session is scheduled to be held on Friday, October 31, 2025, and subsequent sessions will be convened as needed. A report is planned to be compiled around April 2026.
