November 11, 2025 Implementation of 88th Nationwide Emergency Communication Drills

 The Central Emergency Communications Council (President YUMOTO Hironobu, Director-General of the Telecommunications Bureau of the Ministry of Internal Affairs and Communications (MIC)) will hold the 88th National Emergency Communication Drills in cooperation with nationwide Regional Emergency Communications Councils to help ensure smooth communication during emergencies.

1. Dates of drills and participating organizations

Dates of drills: November 18 (Tuesday), 19 (Wednesday), 20 (Thursday), 26 (Wednesday), and 27 (Thursday), 2025

Participating organizations: 47 prefectures, 122 municipalities, central ministries and agencies, electric power companies, etc.

2. Overview of the drills

  • To help ensure smooth communication during emergencies, emergency communication drills are conducted in each prefecture as part of the activities of the Emergency Communication Council.
  • The emergency communication drills assume the occurrence of a large-scale disaster and are intended to secure emergency information transmission methods and verify their effectiveness in situations where the communication means used under normal circumstances are unavailable. The emergency information transmission methods include, but are not limited to, emergency communication routes, inter-agency disaster communication channels, and mobile communication equipment for disaster response. The drills also aim to strengthen cooperation among relevant organizations and raise participants’ awareness of emergency communications.

 The MIC plays a central role in the Emergency Communications Council, which is comprised of approximately 2,200 persons from related ministries and agencies involved in emergency communications, local governments, designated public organizations, and radio station licensees. The Emergency Communications Council is organized and operated through the Central, Regional, and District Emergency Communications Councils.
