November 12, 2025 Approval of the Amount and Method of Granting Subsidies and of the Amount and Method of Collecting Contributions under the Universal Telecommunications Service System (hereinafter the "Approval")
- Report from the Information and Communications and Posts Administrative Council and the Results of the Solicitation for Opinions
Today, the Ministry of Internal Affairs and Communications (MIC) received a report from the Information and Communications and Posts Administrative Council, chaired by AIDA Hitoshi, specially-appointed professor at the University of Tokyo, stating that the Approval (Information and Communications and Posts Administrative Council Consultation No. 3203, dated September 30, 2025 ) is appropriate.
Based on this report, the MIC will promptly carry out the necessary procedures, including those for approval.

1. Background, and other details
This matter relates to the application submitted by the Telecommunications Carriers Association (TCA), a basic telecommunications service support organization, to the Minister of Internal Affairs and Communications for approval of the amount and granting method of Type-1 subsidies pursuant to Article 109, Paragraph 1 of the Telecommunications Business Act (Act No. 86 of 1984), as well as the amount and collection method of Type-1 contributions pursuant to Article 110, Paragraph 2 of the same Act.
2. Report and the results of the solicitation for opinions
(1) On Tuesday, September 30, 2025, the MIC consulted the Information and Communications and Posts Administrative Council regarding the Approval, and today received a report stating that the Approval is appropriate.
(2) The Council solicited opinions from Wednesday, October 1, 2025, to Thursday, October 30, 2025, and received two opinions.
3. Future schedule
Based on this report, the MIC will promptly carry out the necessary procedures for this matter, including those for approval.
