- Partial Report from the Information and Communications Council -
Today, the Ministry of Internal Affairs and Communications (MIC) received a partial report from the Information and Communications Council, chaired by ENDO Nobuhiro, special advisor to NEC Corporation, on the Technical Requirements for HAPS. These requirements form part of the Next-generation Technical Requirements (Consultation no. 2038, dated October 12, 2016).

1. Background
HAPS utilizes mobile phone base stations mounted on unmanned aircraft flying in the stratosphere. It is expected to provide efficient mobile network coverage—including on remote islands, offshore areas, and mountainous regions—and to help secure communication means in the early stages of a disaster.
Under these circumstances, the Information and Communications Council has compiled the Technical Requirements for HAPS and has submitted a partial report to the MIC.
2. Future plans
Based on the partial report, the MIC will promptly develop the relevant regulations.
