November 27, 2025 Licensing for Entry into Specified Correspondence Delivery Business
The Ministry of Internal Affairs and Communications (MIC) has received applications from nine companies for licenses to operate specified correspondence delivery business and for approval to establish correspondence delivery management regulations. The MIC also has received applications from two companies for approval to establish correspondence delivery terms and conditions. In response, the MIC consulted the Information and Communications and Postal Services Administrative Council, chaired by AIDA Hitoshi, specially-appointed professor at the University of Tokyo, regarding these applications. The MIC has received a report from the Council stating that it is appropriate to grant the licenses and approvals as consulted.
In response, the MIC has granted licenses and approvals today.
With the licenses granted to nine companies, the total number of specified correspondence delivery business operators has risen to 638. The specified correspondence delivery business is positioned as a business that provides a variety of services with originality and ingenuity in response to the increasingly sophisticated and diverse needs of users. The entry of these businesses into the correspondence delivery business is expected to broaden the range of choices available to users.
