November 28, 2025 Conclusion of a Memorandum of Understanding (MOU) on Efforts to Secure Human Resources in the Postal Service Business and the Self-Defense Forces (hereinafter the "MOU")

　To further strengthen cooperation in supporting the smooth reemployment of retired Self-Defense Forces personnel, the Ministry of Internal Affairs and Communications (MIC) today concluded the MOU between the Ministry of Defense (MOD) and Japan Post Holdings Co., Ltd.
　The MOU was concluded based on the basic policy adopted at the Cabinet Meeting on the “Improvement of Treatment and Working Environment of Self-Defense Forces Personnel and the Establishment of New Life Design,” held in December 2024. The MIC will increase opportunities for retired Self-Defense Forces personnel to provide services or find employment in the postal service business.

2. Outline of the MOU

　The MIC, MOD, and Japan Post Holdings Co., Ltd. agree to cooperate as follows to secure personnel in the postal service business and the Self-Defense Forces.

• (1) Efforts to secure human resources in the postal service business and support the smooth reemployment of scheduled retirees from the Self-Defense Forces
  • ・Proactively publicize recruitment
  • ・Conduct industry briefings and related activities
  • ・Enhance vocational training
• (2) Efforts to secure human resources in the SDF
• (3) Efforts regarding the Reserve Self-Defense Forces System

3. Date of conclusion of the MOU
