November 28, 2025 Designation and Cancellation of Support Areas under the No. 2 Basic Telecommunications Service System, and Cancellation of Areas Requiring Support from Type II Registered Telecommunications Carriers
For the No. 2 Basic Telecommunications Service System, the Ministry of Internal Affairs and Communications (MIC) classified approximately 230,000 areas throughout Japan based on whether they are expected to have a deficit in income and expenditures for the No. 2 Basic Telecommunications Service. Based on these results, the MIC designated applicable districts as support areas or lifted their designation. For districts whose support area designation has been lifted, the MIC also lifted their designation as areas requiring support from Type II Registered Telecommunications Carriers. The MIC will now publicly announce this information.

Pursuant to the provisions of Article 110-2, Paragraphs 1, 2, and 3 of the Telecommunications Business Act (Act No. 86 of 1984), the Minister of Internal Affairs and Communications used the actual status reports from telecommunications carriers providing the No. 2 Basic Telecommunications Service to classify approximately 230,000 areas throughout Japan Note 1. This classification is based on whether the districts are expected to have a deficit in income and expenditures for the No. 2 Basic Telecommunications Service. Based on these results, the Minister designated applicable districts as support areas or lifted their designation Notes 2 and 3. The Minister will publicly announce them in accordance with the provisions of Paragraph 4 of the same article.
For districts whose support area designation has been lifted, the MIC also lifted their designation as areas requiring support from Type II Registered Telecommunications Carriers as per Article 110-3, Paragraph 3, Item 1 of the same act. The information will be publicly announced in accordance with Paragraph 4 of the same article.
- Note 1: The areas used as basic unit wards in the 2020 national census. Even if the administrative zoning of the areas changes, the designation of the support areas will remain the same.
- Note 2: Total 31,775 areas(13,634 general support areas and 18,141 special support areas)
- Note 3: By the end of November of each year, the Minister of Internal Affairs and Communications designates applicable districts as support areas or cancels their designation based on reports from telecommunications carriers on the actual status as of the end of March of the same year.
