November 28, 2025 Results of the Solicitation for Opinions on the Draft Ministerial Ordinance Partially Amending the Radio Equipment Regulations (hereinafter the "Draft Ministerial Ordinance"), and the Report from the Radio Regulatory Council
- 43 GHz- Band Wireless Communication System for Railroads -
The Ministry of Internal Affairs and Communications (MIC) solicited opinions on the Draft Ministerial Ordinance that partially revises the Radio Equipment Regulations (Radio Regulatory Commission Rules No. 18 of 1950) and other related rules. The opinion solicitation ran from Saturday, September 20, 2025, to Monday, October 20, 2025. As a result, two opinions were submitted. These opinions, along with the MIC’s position on them, will be made available.
Based on the results of the opinion solicitation, the MIC consulted the Radio Regulatory Council, chaired by SASASE Iwao, professor emeritus at Keio University, regarding the appropriateness of the Draft Ministerial Ordinance. Today, the MIC received a report stating that it is appropriate to make amendments in accordance with the content of the Draft Ministerial Ordinance.
Based on the results of the opinion solicitation and the report from the Radio Regulatory Council, the MIC will promptly amend the related regulations.

1. Overview
In the railway industry, the introduction of one-person train operation is currently under consideration. To ensure proper safety checks during boarding, alighting, and departure, there is growing demand for platform image transmission systems, which transmit video from monitoring cameras installed at multiple locations on the platform to the driver’s cab. To ensure train safety, there is also demand for introducing a high-capacity wireless communication system that enables the station and onboard train sides to exchange onboard videos as well as measurement information from station and train equipment. To meet these demands, radio systems using frequencies in the 43 GHz band have begun to be used.
The installation of such radio systems is expected to expand significantly in the future, which may lead to increased interference between them.
In light of the current situation, it is necessary to clarify the conditions for sharing information between systems. These conditions were discussed at the Information and Communications Council, chaired by ENDO Nobuhiro, special advisor to NEC Corporation. The MIC received a partial report on the technical conditions for a 43 GHz band wireless communication system for railroads in July 2025.
In response, we decided to proceed with necessary institutionalization to introduce these systems. Therefore, we solicited opinions on the Draft Ministerial Ordinance and other related rules. The opinion solicitation period ran from Saturday, September 20, 2025, to Monday, October 20, 2025.
2. Report from Radio Regulatory Council
Based on the results of the opinion solicitation, the MIC consulted the Radio Regulatory Council regarding the matters under the Radio Act (Act No. 131 of 1950) that are related to the Draft Ministerial Ordinance. Today, we received a report stating that the amendment in accordance with the Draft Ministerial Ordinance is appropriate.
3. Future schedule
Based on the report from the Radio Regulatory Council and the results of the opinion solicitation, the MIC will promptly amend the related regulations.
