December 18, 2025 The Results of the Solicitation for Opinions on the Draft Ministerial Ordinance Partially Amending the Regulations on the Interconnection Charges for Category I Designated Telecommunications Facilities (hereinafter the "Draft Ministerial Ordinance")

 To determine numerical values used to calculate FY2026 interconnection charges based on a long-run incremental cost method, the MIC solicited opinions on the Draft Ministerial Ordinance from Wednesday, November 12, 2025, to Thursday, December 11, 2025.
 As a result, four opinions were submitted. The opinions submitted, along with the MIC's position on them, will be made available.

1. Background and outline of the amendment

 It is stipulated that the interconnection charges for the metal line accommodating function and the general relay router connection and transmission function, which are part of the Category I designated telecommunications facilities installed by NTT East and NTT West, are calculated based on the long-run incremental cost method.

 In order to determine the figures used for the calculation of the net fixed asset value and the figures used for the cost calculation in the calculation of the interconnection charges for FY2026 based on the long-run incremental cost method, revisions will be made to the Appendix Table 2-2 and Appendix Table 4-3 of the Regulations on the Interconnection Charges for Category I Designated Telecommunications Facilities (Ministry of Posts and Telecommunications Ordinance No. 64 of 2000).

 These numerical values are based on discussions at “the 1st meeting of the Working Group on Calculation of Interconnection Charges, etc" held on Monday, November 10, 2025.

2. The results of the opinion solicitation

 The MIC solicited opinions from Wednesday, November 12, 2025, to Thursday, December 11, 2025, and received four opinions.

3. Upcoming schedule

 Based on the results of the opinion solicitation, the MIC plans to promptly revise the Regulations on the Interconnection Charges for Category I Designated Telecommunications Facilities.
