December 19, 2025 Signing of a Memorandum of Understanding on Cooperation in the Field of Information and Telecommunications (hereinafter the "MOU") with the Ministry of AI and Digital Development of the Republic of Kazakhstan
On Thursday, December 18, 2025, the Minister of Internal Affairs and Communications, HAYASHI Yoshimasa, signed the MOU with the Ministry of AI and Digital Development of the Republic of Kazakhstan to promote cooperation in the field of information and telecommunications.
1. Background of the MOU
To further deepen cooperation between the two countries in the fields of information and telecommunications and postal services, the Ministry of Internal Affairs and Communications (MIC) and the Republic of Kazakhstan (hereinafter referred to as “Kazakhstan”) have been engaged in discussions toward signing an MOU in the field of information and telecommunications.
Following the agreement between the two countries to promote cooperation in the fields listed below, Minister Hayashi and the Minister of AI and Digital Development, Zhaslan Madiev, signed the MOU on the occasion of the Central Asia–Japan Dialogue and Summit Meeting.
2. Main areas of cooperation covered by the MOU

- - ICT infrastructure (broadband, mobile networks, data centers)
- - ICT policy formulation
- - Improvement of postal services
- - Capacity building, knowledge transfer, etc.
