December 19, 2025 Results of the Solicitation for Opinions on the Draft Ministerial Ordinances Partially Amending the Regulations for Enforcement of the Radio Act and Other Rules (hereinafter the "Draft Ministerial Ordinances"), and the Report from the Radio Regulatory Council
- Revision of the Regulatory Framework for Introducing 5G in the 26 GHz Band -
The Ministry of Internal Affairs and Communications (MIC) solicited opinions on the Draft Ministerial Ordinance partially amending the Regulations for Enforcement of the Radio Act (Radio Regulatory Commission Rules No. 14 of 1950) and other related regulations, from Saturday, October 11, 2025, to Monday, November 10, 2025. As a result, eight opinions were submitted. The opinions submitted, along with the MIC's position on them, will be made available.
Based on the results of the opinion solicitation, the MIC consulted the Radio Regulatory Council, chaired by SASASE Iwao, professor emeritus at Keio University, regarding the Draft Ministerial Ordinances and the draft notice that partially amends the Frequency Allocation Plan (hereinafter referred to as the "Draft Notice"). Today, the MIC received a report stating that amending both documents in line with the content of the drafts is appropriate.
Based on the results of the opinion solicitation and the report from the Radio Regulatory Council, the MIC will promptly amend the related regulations.

1. Background and summary of the amendments
Mobile communications systems are indispensable to the lives of Japanese people and socioeconomic activities. To accommodate the continuous growth in data traffic and meet emerging usage needs, it is essential to secure additional frequency bands.
In light of these circumstances, the Information and Communications Council began studying the technical requirements for 5th-generation mobile communications systems in the 26 and 40 GHz bands in December 2024. In May 2025, the MIC received a partial report from the Information and Communications Council regarding the technical requirements.
In response to the partial report and the results of the Survey on Frequency Utilization of Mobile Communications Systems conducted by the MIC in May 2025, the MIC decided to improve the regulatory framework for introducing 5G in the 26 GHz band. From Saturday, October 11, 2025, to Monday, November 10, 2025, the MIC solicited opinions on the Draft Ministerial Ordinances.
2. Report from Radio Regulatory Council
Based on the results of the opinion solicitation, the MIC consulted the Radio Regulatory Council on consultation matters regarding the Radio Act (Act No. 131 of 1950) included in the Draft Ministerial Ordinances and the Draft Notice. Today, the MIC received a report indicating that it is appropriate to amend the Act in line with the content of the drafts.
3. Future plans
Based on the report from the Radio Regulatory Council and the results of the opinion solicitation, the MIC will promptly amend the Act.
