December 25, 2025 Publication of the “Guidelines for Regulation on Production and Trade of Broadcast Content”(Ninth Edition)

　The Act to amend the Subcontract Act and the Act on the Promotion of Subcontracting Small and Medium-sized Enterprises (Act No. 41 of 2025; hereinafter referred to as the "Amending Act"), promulgated on May 23, 2025, has come into force. In response, the Ministry of Internal Affairs and Communications (MIC) amended the “Guidelines for Regulation on Production and Trade of Broadcast Content”as part of efforts to develop the necessary regulatory framework.

　The published materials will be available for viewing and distributed at the Promotion for Content Distribution Division, Information and Communications Bureau, Ministry of Internal Affairs and Communications.

　The published materials will be available in the "Public Comments" section on the e-Gov website (https://www.e-gov.go.jp).

3. Upcoming schedule

　These Guidelines shall apply from the effective date (January 1, 2026) of the Amending Act.

4. Other

　This matter involves the reorganization of provisions that is naturally required upon the enforcement of the Amending Act and falls under Article 39, Paragraph 4, Item 8 of the Administrative Procedure Act (Act No. 88 of 1993); therefore, the MIC did not conduct the opinion solicitation procedure.
