December 26, 2025 Publication of the Second Summary of the Working Group on Satellite Broadcasting under the Study Group on Broadcasting Systems in the Digital Age (hereinafter the "Second Summary") and the Results of Solicitation for Opinions
The Ministry of Internal Affairs and Communications (MIC) solicited opinions on the Second Draft Summary of the Working Group on Satellite Broadcasting, chaired by ITO Susumu, professor emeritus at Tokyo University of Science (hereinafter the "Working Group"), under the Study Group on Broadcasting Systems in the Digital Age (hereinafter the "Second Draft Summary"). The opinion solicitation period ran from Friday, November 14, 2025, to Wednesday, December 3, 2025. A total of 29 opinions were submitted.
Based on the results, the Second Summary has been formulated. The summary, submitted opinions, and the views of the Working Group on them will be made publicly available.

1. Background
The MIC has been holding the Working Group meetings since November 2023 to discuss measures—such as reducing infrastructure costs related to satellite broadcasting, making effective use of the right-hand circular polarization band, and efforts related to 4K satellite broadcasting and 4K content. In October 2024, the MIC published the Working Group’s summary.
The year 2025 marked a target year for the Roadmap for 4K/8K Promotion, which was released in July 2015. The meetings of the Working Group resumed in July 2025. Taking into account changes in the viewing environment over the past decade, the Working Group discussed the widespread acceptance and promotion of 4K content. In November 2025, the Working Group formulated the Second Draft Summary. The MIC solicited opinions on the Second Draft Summary from Friday, November 14, 2025, to Wednesday December 3, 2025, and received 29 opinions.
Based on the results, the Second Summary was formulated, and will be published together with the results of the opinion solicitation.
