December 8, 2025 "Industrial, Scientific and Medical Equipment - Radio Frequency Disturbance Characteristics - Limit and Methods of Measurement" and "Specification for Radio Specification and Immunity Measuring Apparatus and Methods," as set out in the "Standards from the International Special Committee on Radio Interference (CISPR)" - Partial Report from Information and Communications Council -

Note: The published materials are in Japanese only.

Today, the Ministry of Internal Affairs and Communications (MIC) received a report from the Information and Communications Council, chaired by ENDO Nobuhiro, Special Advisor to NEC Corporation, on the following themes, as set out in the "Standards from the CISPR" (Telecommunications Technology Council Consultation No. 3 dated September 26, 1988): Industrial, Scientific and Medical Equipment - Radio Frequency Disturbance Characteristics - Limit and Methods of Measurement, and Specification for Radio Disturbance and Immunity Measuring Apparatus and Methods - Measuring Apparatus; Antennas and Test Sites for Radiated Disturbance measurements; Radiated Disturbance Measurements; and Uncertainties, Statistics and Measurement Instrumentation Uncertainty.

1. Background

To prevent interference caused by unwanted emission from electrical and electronic equipment to other radio communication systems, the CISPR has established limits and methods of measurement for various types of unwanted emission as CISPR standards.
In response to the recent partial revision of CISPR standard(s), the Radio Utilization Environment Committee, chaired by HIRATA Akimasa, professor and Director of the Center of Biomedical Physics and Information Technology at the Nagoya Institute of Technology, under the ICT Subcommittee of the Information and Communications Council, has conducted studies on how to apply these standards domestically. Today, the MIC has received the partial report on the following themes, as set out in the "Standards ofthe CISPR": Industrial, Scientific and Medical Equipment - Radio Frequency Disturbance Characteristics - Limit and Methods of Measurement , and Specification for Radio Disturbance and Immunity Measuring Apparatus and Methods - Measuring Apparatus; Antennas and Test Sites for Radiated Disturbance Measurements; Radiated Disturbance Measurements Limit Modelling; and Uncertainties, Statistics and Measurement Instrumentation Uncertainty.

2. Partial report

The partial report covers the following themes:

  • (1) Industrial, Scientific and Medical Equipment - Radio Frequency Disturbance Characteristics - Limit and Methods of Measurement
  • (2) Specification for Radio Disturbance and Immunity Measuring Apparatus and Methods - Measuring Apparatus
  • (3) Specification for Radio Disturbance and Immunity Measuring Apparatus and Methods - Antennas and Test Sites for Radiated Disturbance Measurements
  • (4) Specification for Radio Disturbance and Immunity Measuring Apparatus and Methods - Radiated Disturbance Measurements Limit Modelling
  • (5) Specification for Radio Disturbance and Immunity Measuring Apparatus and Methods - Uncertainties, Statistics and - Measurement Instrumentation Uncertainty

3. Future schedule

To ensure a favorable radio environment, the MIC will strive to disseminate the content of the partial report to relevant ministries, agencies, and organizations, and will develop relevant provisions promptly.
