December 8, 2025 Partial Report from the Information and Communications Council on Technical Requirements for Telecommunications Facilities Enabling Network Switchover to IP (hereinafter the "IP Switchover Technical Requirements")

 Today, the Ministry of Internal Affairs and Communications (MIC) received the partial report from the Information and Communications Council, chaired by ENDO Nobuhiro, Special Advisor to NEC Corporation, regarding the Security Standard Review, which forms part of the IP Switchover Technical Requirements (Consultation No. 2020 dated October 31, 2005)

1. Background

 The IP Network Equipment Committee, chaired by AIDA Hitoshi, specially-appointed professor at the University of Tokyo, has been studying the IP Switchover Technical Requirements (Information and Communications Council Consultation No. 2020) under the ICT Subcommittee of the Information and Communications Council since November 2005. The matter was submitted for consultation to the Information and Communications Council on October 31, 2005.
 The IP Network Equipment Committee reviewed the Security Standards Review from June to November 2025 and compiled a report. The report was subsequently submitted for deliberation to the ICT Subcommittee, chaired by TAKADA Junichi, Executive Vice President in charge of Global Affairs at the Institute of Science Tokyo, and a professor at the School of Environment and Society. Today, the MIC received the partial report from the Information and Communications Council.

2. Future plans

 Based on the partial report, the MIC intends to promptly implement the institutional enhancement.
