December 9, 2025 Approval of the Amounts and Methods for Granting Category 2 Subsidies and for Collecting Category 2 Contributions for Type II Basic Telecommunications Services (hereinafter the "Approval")

　Today, the Ministry of Internal Affairs and Communications (MIC) received a report from the Information and Communications and Posts Administrative Council, chaired by AIDA Hitoshi, specially-appointed professor at the University of Tokyo, stating that the Approval (Information and Communications and Posts Administrative Council Consultation No. 3204 dated October 28, 2025) is appropriate. Based on this report, the MIC will promptly carry out the necessary approval procedures.

1. Background, and other details

　The Telecommunications Carriers Association (TCA), a basic telecommunications service support organization, applied to the Minister of Internal Affairs and Communications for approval of the amount and method for granting the Category 2 subsidies pursuant to Article 110-4, Paragraph 1 of the Telecommunications Business Act (Act No. 86 of 1984). The TCA also applied for approval of the amount and method for collecting the Category 2 contributions pursuant to Article 110, Paragraph 2 of the same act as applied mutatis mutandis in Article 110-5, Paragraph 2 of the same act. Following an internal examination, the MIC, stating its intention to approve the applications as submitted, and then consulted the Information and Communications and Posts Administrative Council on the matter.

2. Report and the results of the solicitation for opinions

• (1) On Tuesday, October 28, 2025, the MIC consulted the Information and Communications and Posts Administrative Council regarding the Approval, and today received the report stating that the Approval is appropriate.
• (2) The Council solicited opinions from Wednesday, October 29, 2025, to Friday, November 28, 2025, and received 12 opinions.

3. Future schedule

　Based on this report, the MIC will promptly carry out the necessary approval procedures.
