February 28, 2025 Results of the Hiroshima AI Process Friends Group Meeting

 On February 27 and 28, 2025, we held the first face-to-face meeting of the Hiroshima AI Process Friends Group in Tokyo (the Hotel New Otani). At the meeting, there were presentations by experts on AI and international organizations, and there was also an active exchange of opinions between the participants. In addition, the “Hiroshima AI Process Friends Group Partners’ Community”, a voluntary framework in which private companies and international organizations who share the ideas, spirits and objectives of the Hiroshima AI Process participate and support the activities of the Friends Group was launched.

1. Background

 In 2023, under Japan’s G7 Presidency, G7 launched the "Hiroshima AI Process," a framework for discussion regarding international governance framework for advanced AI systems and agreed on the "International Guiding Principles" and "International Code of Conduct".
 The Hiroshima AI Process Friends Group was launched in May 2024 as a voluntary framework of countries supporting the spirit of the Hiroshima AI Process, and we held our first face-to-face meeting, the "Hiroshima AI Process Friends Group Meeting" in February 2025 in Tokyo.

3. Results

(1)Day 1
 At the opening remarks, Prime Minister ISHIBA gave a video message in which he thanked the participating countries and expressing the importance of international cooperation in promoting safe, secure and trustworthy AI globally.
 In addition to the keynote speech by Prof. Matsuo of the University of Tokyo, who chairs the AI Strategy Council, and presentations on AI by international organizations, etc., there were also site visits by NEC and NICT, and the efforts of each stakeholder regarding AI were shared, including the launch of the Hiroshima AI Process Reporting Framework. At the reception held in the evening, State Minister for Internal Affairs and Communications ADACHI, gave a speech, expressing to promote international rule-making by sharing common understanding of our challenges among countries through this meeting and strengthening cooperation. In addition, Minister of State for Science and Technology Policy KIUCHI also gave a speech.

(2)Day 2
 On the second day, the Friends Group members presented their own AI policies, and there was also a lively exchange of views on topics such as the opportunities and risks/challenges of AI and expectations for global governance. In addition, based on the multi-stakeholder approach, the launch of the “Hiroshima AI Process Friends Group Partners’ Community”, a voluntary framework to support the activities of the Friends Group by involving private companies, international organizations, etc. that support the spirits of the Hiroshima AI Process, was announced. The main objectives of the Community are to support the governments of the Friends Group member countries to deepen, share and implement the ideas and mechanisms of the Hiroshima AI Process, and to facilitate the spread of safe, secure and trustworthy AI across the world through wider participation of AI companies and organizations in the “Reporting Framework”. In addition, the Secretary General of GPAI Tokyo Expert Support Center, Dr. Harayama, gave a speech summarizing the two days of discussions.
 At the end of the meeting, in addition to a video message from Minister for Digital Transformation TAIRA, Parliamentary Vice-Minister for Foreign Affairs IKUINA gave closing remarks, expressing their gratitude to the participants and their hopes for continued exchange in the future.
