February 7, 2025 Results of the Solicitation for Opinions on the Draft Policy for Specifying the Calculation Method for Revising Spectrum Usage Fees (hereinafter referred to as the “Draft Policy”)

　The Ministry of Internal Affairs and Communications (MIC) solicited opinions on the Draft Policy from Saturday, December 21, 2024 to Monday, January 20, 2025. As a result, 34 opinions were submitted.

1. Background

　In November 2023, the MIC hosted the "Advisory Group on Radio Wave Policy for the Expansion of Digital Business," chaired by MORIKAWA Hiroyuki, professor at the Graduate School of Engineering at the University of Tokyo, to review spectrum usage fees for the next term (from FY 2025 to FY 2027). The Advisory Group compiled its report in August 2024.
　Based on the Advisory Group's report, the MIC prepared the Draft Policy regarding the approach to calculating spectrum usage fees for the next term, and solicited opinions from Saturday, December 21, 2024 to Monday, January 20, 2025.

2. Future plans

　Based on the Calculation Method Specification Policy, the MIC will review the spectrum usage fees and submit a draft amendment to the Radio Act during an ordinary Diet session.
