March 26, 2025 Results of the Solicitation for Opinions on Partial Amendment of the Regulations for Telecommunications Business Facilities and the Regulations for Terminal Facilities, etc. and Report from the Information and Communications and Posts Administrative Council

 The Ministry of Internal Affairs and Communications (MIC) consulted the Information and Communications and Posts Administrative Council, chaired by AIDA Hitoshi, a specially-appointed professor at the University of Tokyo, with regard to the draft ministerial order to partially amend the Regulations for Telecommunications Business Facilities and the Regulations for Terminal Facilities, etc. (Consultation No. 3195 of January 29, 2025), and solicited opinions on the draft ministerial order and other matters.
 With a report received today from the Council stating that the amendment is appropriate as consulted, the MIC will release the opinions submitted in response to the opinion solicitation and the MIC’s position on them.

1. Summary of the amendment

 In light of the partial report on technical conditions related to telecommunications facilities for inter-carrier roaming of mobile phone services in emergencies, presented by the Information and Communications Council on Tuesday, December 17, 2024, the Regulations for Terminal Facilities, etc. (Ministry of Posts and Telecommunications Ordinance No. 31 of 1985) is to be partially amended.

2. Results of the solicitation for opinions and the report from the council

 Opinions were solicited on the partial amendment of the Regulations for Terminal Facilities, etc. from Thursday, January 30, 2025 to Friday, February 28, 2025, and two opinions were submitted.
 Today, the Information and Communications Administration and Postal Administration Council held deliberations based on the submitted opinions, and the MIC received a report from the Council stating that it is appropriate to partially amend the Regulations for Terminal Facilities, etc. and the Regulations Concerning the Technical Standards Conformity Approval for Terminal Equipment as consulted.

3. Future plans

 The MIC will promptly amend them based on the report and the results of the solicitation for opinions.
