Approval of Amendments to Articles of Agreement Concerning Interconnection to Designated Telecommunications Facilities of Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation (Amendments to Interconnection Charges for FY2025)

The Ministry of Internal Affairs and Communications (MIC) submitted an inquiry to the Information and Communications and Posts Administrative Council, chaired by AIDA Hitoshi, a specially-appointed professor at the University of Tokyo, on Tuesday, January 21, 2025 with regard to the approval for amendments to Articles of Agreement Concerning Interconnection to Category I Designated Telecommunications Facilities of Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation (amendment, etc. of interconnection charges, for FY2025) (Inquiry No. 3191 of January 21, 2025), and solicited for public opinions from Wednesday, January 22, 2025, to Thursday, February 20, 2025, and again from Wednesday, February 26, 2025, to Tuesday, March 11, 2025.
With a report received today from the Council stating that it is appropriate to give approval as submitted, the MIC has decided to release the details of the report, including the public opinions received and the position of the Information and Communications and Posts Administrative Council on them.
The MIC will promptly give approval based on this report.
1. Overview (policy in the report is indicated in [ ])
(1) Amendments to interconnection charges for Subscriber Optical Fiber for FY2025 [Approval is appropriate]
In order to change interconnection charges for subscriber optical fiber (optical fiber subscriber line), for which the future cost accounting method is applied, part of the interconnection terms and conditions for the Category I Designated Telecommunications Facilities of Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation is to be amended.
(2) Amendments to interconnection fees for next-generation networks (NGN) for FY2025 [Approval is appropriate]
In order to change interconnection charges for NGN, for which the future cost accounting method is applied, part of the interconnection terms and conditions for the Category I Designated Telecommunications Facilities of Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation is to be amended.
(3) Amendments to interconnection charges for FY2025 based on the actual cost accounting method [Approval is appropriate]
In order to change interconnection charges for metal subscriber lines (dry copper) and dedicated lines, etc., for which the actual cost accounting method is applied, part of the interconnection terms and conditions for the Category I Designated Telecommunications facilities of Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation is to be amended.
(4) Amendments to interconnection charges for FY2025 based on the long-run incremental cost method [Approval is appropriate]
In order to change interconnection charges for some functions of metal IP phones, for which the long-run incremental cost method is applied, part of the interconnection terms and conditions for the Category I Designated Telecommunications Facilities of Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation is to be amended.
2. Results of opinion solicitation and the report from the Council
The MIC submitted an inquiry to the Information and Communications and Posts Administrative Council on Tuesday, January 21, 2025 with regard to the approval for the amendment of the interconnection terms and conditions for the Category I Designated Telecommunications Facilities of Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation (changes to interconnection charges for FY2025).
The MIC solicited opinions on this matter from Wednesday, January 22, 2025 to Thursday, February 20, 2025, and received 16 opinions.
After that we solicited opinions again from Wednesday, February 26, 2025 to Tuesday, March 11, 2025, and received 15 opinions.
Today, we received a report from the Council stating that it is appropriate to give approval.
3. Future plans
The MIC will promptly give approval based on the report from the Council.
