March 26, 2025 Revision of the Basic Policy for the Space Strategy Fund and Formulation of the Second Phase of Technology Development Themes of the Implementation Policy for the Space Strategy Fund (for Budget Allocated to MIC)

 Today, the Ministry of Internal Affairs and Communications (MIC) revised the “Basic Policy” (formulated on April 26, 2024) that determines the overall system design of the projects of the Space Strategy Fund, and also formulated the “Second Phase of Technology Development Themes of the Implementation Policy for the Space Strategy Fund (for Budget Allocated to MIC)” that determines the technology development themes to be implemented with the supplementary budget for FY2024.

1. Purpose

 With regard to the Space Strategy Fund established for the Japan Aerospace Exploration Agency (JAXA) in the FY2023 supplementary budget, a basic policy has been formulated that determines the overall system design of the projects, and an implementation policy has been formulated that determines the technology development themes that specify the details of the technology development to be addressed by the Space Strategy Fund.
 In light of the discussions at the Cabinet Office's Committee on National Space Policy and the Ministry of Internal Affairs and Communications' Space Communications Advisory Board, the “Basic Policy for the Space Strategy Fund” has been revised, and the Second Phase of Technology Development Themes of the Implementation Policy for the Space Strategy Fund (for budget allocated to MIC) to be implemented with the FY2024 supplementary budget (budget allocated to MIC: 45 billion yen) has been formulated and announced.

2. Technology development themes defined in the "Second Phase of Technology Development Themes of the Implementation Policy for the Space Strategy Fund (for budget allocated to MIC)"

• Research and development and demonstration for the realization of a data relay service using satellite optical communications
• Development of interconnection technology between terminals, etc., for the introduction and expansion of satellite optical communications
• Feasibility study on the development and manufacture of satellite buses and optical communication terminals with a view to implementing satellite optical communication
• Development and demonstration of technology for international competitive communication payloads
• Development and demonstration of frequency sharing technology, etc., for the realization of integrated operation of satellite communication and terrestrial networks

3. Future plans

 JAXA will open a public call for companies in accordance with relevant laws and regulations as well as the Basic Policy and Implementation Policy.
