March 28, 2025 Results of the Solicitation of Opinions on the “Draft Summary of the Meeting of Experts for the Formulation of the Relevant Regulations for the Certification System for e-Seals” and the “Draft Regulations Concerning the Certification of Certification Services for e-Seals” and Publication of the “Summary of the Meeting of Experts for the Formulation of the Relevant Regulations for the Certification System for e-Seals”

　The Ministry of Internal Affairs and Communications (MIC) solicited opinions on the “Draft Summary of the Meeting of Experts for the Formulation of the Relevant Regulations for the Certification System for e-Seals” and the “Draft Regulations Concerning the Certification of Certification Services for e-Seals” from Tuesday, January 28 through Wednesday, February 26, 2025. As a result, 10 opinions were submitted. The results of this solicitation for opinions will be made public, as will the “Summary of the Meeting of Experts for the Formulation of the Relevant Regulations for the Certification System for e-Seals” that was compiled based on these results.

1. Overview

　Since June 2024, MIC has been holding the “Meeting of Experts for the Formulation of the Relevant Regulations for the Certification System for e-Seals” to discuss the formulation of the relevant regulations required for the operation of the system, with the aim of establishing an e-seal certification system under the Minister for Internal Affairs and Communications.
　The results of the deliberations of the aforementioned meeting of experts were compiled as the “Draft Summary of the Meeting of Experts for the Formulation of the Relevant Regulations for the Certification System for e-Seals,” and based on this, the “Draft Regulations Concerning the Certification of Certification Services for e-Seals” were created, and opinions were solicited on each of these.

2. Results of solicitation for opinions

　MIC solicited opinions from Tuesday, January 28 through Wednesday, February 26, 2025, and received nine opinions on the draft summary and one opinion on the draft regulations.

3. Publication of the summary and establishment of the public notice

　Based on the results of the solicitation of opinions, the “Summary of the Meeting of Experts for the Formulation of the Relevant Regulations for the Certification System for e-Seals” will be announced. In addition, the “Regulations Concerning the Certification of Certification Services for e-Seals” will be promptly established by public notice in the future.
