March 28, 2025 Results of the Solicitation of Opinions on the Proposed Revision of the Guidelines on Application of the Telecommunications Business Act and Radio Act related to MVNO and Revisions to the Guidelines

 The Ministry of Internal Affairs and Communications (MIC) solicited opinions on the proposed revision of the “Guidelines on Application of the Telecommunications Business Act and Radio Act related to MVNO” from Thursday, February 6 through Friday, March 7, 2025. As a result, five opinions were submitted, and MIC discloses the submitted opinions and MIC’s views on those opinions, to the public, along with the finalized guidelines.

1. Overview

 MIC has established the “Guidelines on Application of the Telecommunications Business Act and Radio Act related to MVNO”(hereinafter referred to as the “MVNO Guidelines”) in order to promote further competition in the mobile communications sector, to realize user benefits through the provision of more diverse and affordable services, and to ensure the fair and efficient use of radio waves, from the perspective of encouraging the entry of MVNOs (Mobile Virtual Network Operators) that provide a variety of services using the wireless networks of MNOs (Mobile Network Operators).
 The MVNO Guidelines have been revised with the aim of making the necessary improvements to the approach to allocating costs between voice transmission services and data transmission services in the calculation of mobile interconnection charges.

2. Results of solicitation for opinions

 With regard to the proposed revision of the MVNO Guidelines, opinions were solicited from Thursday, February 6 through Friday, March 7, 2025, and five opinions were submitted. Based on the results of the solicitation for opinions, MIC has today revised the MVNO Guidelines.
