April 25, 2025 Announcement of Results of Solicitation for Opinions on Draft Revisions to Guidelines for the Protection of Personal Information in the Postal Service Sector and Correspondence Mail Sector in Response to Amended Act on the Protection of Personal Information
The Ministry of Internal Affairs and Communications (MIC) solicited public comments on the draft revisions to the “Explanation on the Guidelines for the Protection of Personal Information in the Postal Service Sector (Notice No. 2 of 2022 by the Personal Information Protection Commission and the Ministry of Internal Affairs and Communications)” and the “Explanation on the Guidelines for the Protection of Personal Information in the Correspondence Mail Sector (Notice No. 3 of 2022 by the Personal Information Protection Commission and the Ministry of Internal Affairs and Communications)” for the period from Tuesday, March 4, 2025, through Wednesday, April 2, 2025.
As a result, two opinions were submitted.
1. Background and outline
MIC has continued discussions at the Advisory Board for Utilizing Post Office Data regarding the provision of forwarding information by Japan Post Co., Ltd. for the promotion of measures to deal with vacant houses.
Based on the discussions that have taken place to date, the draft amendments to the “Explanation on the Guidelines for the Protection of Personal Information in the Postal Service Sector (Notice No. 2 of 2022 by the Personal Information Protection Commission and the Ministry of Internal Affairs and Communications)” and the “Explanation on the Guidelines for the Protection of Personal Information in the Correspondence Mail Sector (Notice No. 3 of 2022 by the Personal Information Protection Commission and the Ministry of Internal Affairs and Communications),” opinions were solicited for the period from Tuesday, March 4, 2025, through Wednesday, April 2, 2025, and as a result, two opinions were submitted.
2. Amendments to the explanation of the Guidelines
Based on the results of the solicitation of opinions, we plan to amend the explanations in the Guidelines below.
