April 25, 2025 Implementation of a Demonstration Experiment Using V2N Communication Environment and Vehicle Information Integration System for the Social Implementation of Automated Driving

The Ministry of Internal Affairs and Communications (MIC) is promoting various initiatives related to information and communications infrastructure for the social implementation of automated driving in collaboration with relevant ministries and agencies based on “Digital Lifeline National Comprehensive Development Plan”.
As part of the “Expressway-FOT Demonstration Experiment for the Practical Application, Popularization, and Standardization of Automated Driving” conducted in collaboration with the Ministry of Economy, Trade and Industry (METI) and other organizations, a demonstration experiment utilizing V2N (Vehicle-to-Network) communication via mobile phone networks and Vehicle Information Integration System will be conducted on a section of the Shin-Tomei Expressway.

1. Background and outline

MIC is promoting various initiatives related to information and communications infrastructure for the social implementation of automated driving based on deliberations by the “Digital Lifeline National Comprehensive Development Plan” (decided by Digital Society Promotion Conference on June 2024) and the “Committee of Infrastructure for Automated Driving ” (jointly held by the Road Bureau of the Ministry of Land, Infrastructure, Transport and Tourism, the Traffic Bureau of the National Police Agency, and the Telecommunications Bureau of MIC).
For developing the communication environment necessary for the realization of automated driving, it is important to utilize various communication methods in a complementary manner, taking into account their characteristics (communication area, latency, etc.) in accordance with the advancement of automated driving and communication technologies, promising use cases, and other factors.
Based on this approach, MIC, in collaboration with METI and other relevant agencies, will conduct a demonstration experiment utilizing V2N (Vehicle-to-Network) communication via mobile phone networks and Vehicle Information Integration System on a section of the Shin-Tomei Expressway as part of the “Expressway-FOT Demonstration Experiment for the Practical Application, Popularization, and Standardization of Automated Driving” to verify the effectiveness of V2N communication utilizing 5G/4G networks provided by mobile phone operators.
