April 3, 2025 Measures against Fuji Television Network, Inc.
Various issues surrounding Fuji Television Network, Inc. (President: SHIMIZU Kenji; Corporate Number: 5010401078381; Head Office: Minato City, Tokyo) have been reported in the media since December 2024 (hereinafter referred to as the "Incident"). In response, the Ministry of Internal Affairs and Communications (MIC) has taken the following measures regarding the Incident as of today:
1. Measures taken against Fuji Television Network, Inc. and Fuji Media Holdings, Inc. (Representative Director & President: KANEMITSU Osamu; Corporation Number: 1010401032433; Head Office: Minato City, Tokyo)
In response to the Incident, the two companies established a third-party committee on January 23, 2025, and received an investigation report from said committee on March 31, 2025. The MIC reviewed the report and found their conduct to be deeply regrettable in light of the objectives of the Broadcasting Act (Act No. 132 of 1950). To prevent the recurrence of similar incidents, the MIC issued a strict caution and received a report titled "Measures to Enhance Human Rights Protection and Compliance" from the two companies. The MIC requested that they make the actions outlined in the report more specific and implement them in a steady manner, thereby ensuring the effectiveness of the initiatives related to the respect of human rights, compliance, and governance. The investigation report placed particular emphasis on their failure to recognize the Incident as a compliance or management risk issue. In response, we strongly urged their management to change their mindset.
For the specification of the above enhancement measures, we also requested that their details be clarified to their viewers, sponsors, and other concerned parties by the end of April, 2025 and be reported to the MIC. For their implementation status, we have requested that the details be similarly clarified and reported to the MIC within three months from today.
2. Requests to the Japan Commercial Broadcasters Association (JBA) and the Japan Broadcasting Corporation (NHK)
To prevent a recurrence of such an Incident, the MIC requested the JBA to take steps to ensure the effectiveness of its initiatives related to the respect of human rights, compliance, and governance, and also urged the JBA to request its member companies to thoroughly implement these measures.
We also requested NHK to ensure the effectiveness of initiatives related to the respect of human rights, compliance, and governance.
