May 13, 2025 Publication of the Results of Survey on ICT Literacy and Launch of TV and Web Commercials
The Ministry of Internal Affairs and Communications (MIC) conducted the "ICT Literacy Survey" to gain insight into users' awareness of ICT literacy and the actual situation regarding the spreading of disinformation and misinformation. The survey results revealed that one in four people who encountered disinformation or misinformation spread it in some way, and that although approximately 90% of the respondents believe ICT literacy is important, over 70% take no action to avoid spreading disinformation or misinformation.
To further raise awareness, TV and web commercials will be launched on Wednesday, May 14, 2025. The results of this survey and the TV and web commercials will also be available on the comprehensive "DIGITAL POSITIVE ACTION" website.
1. ICT Literacy Survey
[Background of the survey]
To improve overall ICT literacy, we launched the "DIGITAL POSITIVE ACTION" initiative in January of this year. In relation to this initiative, we conducted this survey to gain insight into the actual state of ICT literacy and promote efforts to improve it. The survey examined users' awareness of ICT literacy, as well as the tendency of spreading disinformation and misinformation.
* Before conducting the survey, we defined ICT literacy as the ability to use information and communications services appropriately.
[Key findings from the survey]
1. We asked those who had encountered disinformation or misinformation in the past whether they believed it to be true or false. 47.7% answered that they believed that it was true or probably true.
2. 25.5% of those who encountered disinformation or misinformation subsequently spread it by some means.
3. While 87.8% of respondents believe ICT literacy is important, 75.3% said they have not taken any specific measures to avoid spreading disinformation or misinformation.

2. TV and web commercial airings and poster display
To further raise awareness, we will begin airing TV and web commercials. The TV and web commercials call for "DIGITAL POSITIVE ACTION" as a countermeasure against disinformation and misinformation, fake videos, fraudulent advertising, and slander in the digital space.
