Radio Regulatory Council The Results of Solicitation for Opinions on the Draft Revision of the "Effective Utilization Evaluation Policy" about radio spectrum usage and announcement of the Revised Version

　The Radio Regulatory Council, chaired by SASASE Iwao, Professor Emeritus, Keio University, solicited opinions regarding the draft revision of the "Effective Utilization Evaluation Policy" from Saturday, March 8, 2025, to Monday, April 7, 2025. Based on the results of the solicitation for opinions, the Council has revised and announced them today.

1. Overview

　The Radio Regulatory Council is required to do following things based on the provisions of Article 26-3 of the Radio Act (No.131 of 1950): Upon receipt of a report on the results of the survey on actual radio spectrum usage from the Minister for Internal Affairs and Communications it evaluates the degree of effective utilization of radio spectrum; And also, it prepares the policy about criteria, method and other necessary items for the evaluation, and announces it.
　The Radio Regulatory Council solicited opinions on a draft revision of the policy from Saturday, March 8, 2025, to Monday, April 7, 2025, and 5 opinions were submitted. After deliberations based on the submitted opinions, the Council has revised this policy today.

2. Future plans

　The Radio Regulatory Council plans to evaluate the degree of the effective utilization, in accordance with the revised policy, based on the results of the FY2025 survey on radio spectrum usage.
