May 30, 2025 Publication of the FY 2024 Survey Results on the Current State of Production and Trade of Broadcast Content

The Ministry of Internal Affairs and Communications (MIC) conducted a survey on the current state of broadcast content production and trade (formerly known as the follow-up survey in accordance with the "Guidelines for Regulation on Production and Trade of Broadcast Content ") from Monday, January 6 to Friday, February 21, 2025.

1. Background of the survey

 In 2009, the MIC established the Guidelines for Regulation on Production and Trade of Broadcast Content (hereafter referred to as “Guidelines”) to improve the production environment in the broadcast content field and enhance motivation for production. The Guidelines have helped promote appropriate production and trade of broadcast content between broadcasters and program production companies.
 As part of this effort, the MIC has periodically conducted a questionnaire survey on the state of broadcast content production and trade to follow up in accordance with the Guidelines.
 This survey was conducted from Monday, January 6, 2025, to Friday, February 21, 2025, to ascertain the state of production and trading of the latest broadcast content.

Breakdown: 520 broadcasters, 1,193 program production companies
Number of responding companies: 861 (Response rate: 50.3%)
Breakdown: 520 broadcasters (Response rate: 100.0%), 341 program production companies (Response rate: 28.6%)

3. Future plans

 To further promote appropriate production and trade of broadcast content, the MIC regularly holds meetings with the "Study Group on Verification and Review on Promotion of Production and Trade of Broadcast Content," chaired by FUNADA Masayuki, Professor Emeritus of Rikkyo University. The results of this survey will be used in the revision of the Guidelines, as well as other measures taken by the MIC to promote appropriate production and trading of broadcast content.
 The MIC will further disseminate the revised Guidelines to broadcasters and program production companies to encourage widespread adoption, aligning with efforts in the private sector.
