May 31, 2025 Results of Asia-Pacific Telecommunity Ministerial Meeting 2025
The APT Ministerial Meeting 2025 was held at the Hilton Tokyo in Tokyo, Japan, from Friday, May 30, 2025, to Saturday, May 31, 2025. Representatives from 33 member administrations in the Asia-Pacific region, two international organizations, and other stakeholders discussed the digitization of society and economy by ICT and emerging technologies. Tokyo Statement was adopted as a result.
1. Background
The APT Ministerial Meeting convenes approximately every five years to adopt a declaration regarding the direction of development of the ICT sector in the Asia-Pacific region.
The first Ministerial Meeting was held in Singapore in 1992. Subsequent meetings convened in Japan in 2000, Thailand in 2004, Indonesia in 2009, Brunei in 2014, and Singapore in 2019. This is the second Ministerial Meeting to be held in Japan since 2000.
2. Outline of the meeting

・Over 200 participants from 33 APT Member administrations, 2 International Organizations, and APT Affiliate Members
・Participants from Japan: MURAKAMI Seiichiro, Minister for Internal Affairs and Communications, ADACHI Masashi, State Minister for Internal Affairs and Communications, and KAWASAKI Hideto, Parliamentary Vice-Minister for Internal Affairs and Communications
3. Results of the meetingss
At the meeting, chaired by Minister Murakami, participants shared pressing issues in the ICT sector that need to be addressed through cooperation in the Asia-Pacific region, and discussed future collaboration. As a result, the Tokyo Statement was adopted, outlining the direction for development in the region over the next five years.
The Tokyo Statement is outlined below:

(2) Main points (Six strategic priorities)
1. Digital Connectivity
Promote access to trustworthy, secure and affordable ICT services and infrastructure for all people.
2. Digital Innovation and Entrepreneurship
Drive digital ecosystem to support startups, SMEs, and local innovation.
3. Trust and Safety
Prioritize cybersecurity, and privacy and user protection.
4. Digital Inclusion and Capacity Building
Enhance digital skills and literacy, expanding opportunities for all people to access ICT.
5. Sustainability
Use ICT in environmental issues in addressing climate change, promoting green ICT and building resilient infrastructure.
6. Partnership and Collaboration
Promote multi-stakeholder collaboration with APT Member administrations, international organizations, and the private sector.

At the gala dinner held on Friday, May 30, Minister Murakami delivered an address where he announced fielding HORIKAWA Ryo, Director, Global Strategy Bureau, MIC, for the election of APT Deputy Secretary General that will take place in the APT General Assembly in 2026.

4. Next step
We will support actions to realize the Tokyo Statement and contribute to the development of the ICT sector in the Asia-Pacific region.
