June 11, 2025 Publication of "Digital Infrastructure Development Plan for 2030"

 With a view toward 2030, the Ministry of Internal Affairs and Communications (MIC) has formulated and published the "Digital Infrastructure Development Plan for 2030" to clarify its policy on the development of essential digital infrastructure and specific promotion measures, thereby facilitating the integrated and efficient advancement of Japan’s digital infrastructure.

1. Planning

 Recognizing that the development of digital infrastructure—such as optical fiber, 5G, data centers, and submarine cables—is vital to realizing the Vision for a Digital Garden City Nation, the MIC formulated the "Infrastructure Development Plan for a Digital Garden City Nation" in March 2022 and revised it in April 2023. Since then, the MIC has advanced various initiatives in line with the plan and has made steady progress.
 On the other hand, the population is declining and regional and social issues are increasingly diverse and complex. Under these circumstances, we need to thoroughly utilize digital technology, including generative AI, and accelerate digital transformation (DX) in order to maintain Japan's growth potential. Digital infrastructure, which is vital to achieving these goals, is becoming increasingly important.
 Additionally, it will also be necessary to strengthen communications infrastructure, including ensuring cybersecurity, to prepare for future disasters. Rather than focusing on particular areas of digital infrastructure, we need to take cross-sectoral measures.
 In order to address these issues, the Digital Infrastructure Development Plan for 2030 has been formulated to promote the development of Japan's digital infrastructure in an integrated and efficient manner by identifying the policies and specific measures for the development of digital infrastructure that will be necessary by around 2030.
 The Digital Infrastructure Development Plan for 2030 and the Comprehensive Strategy for Overseas Digital Deployment for 2030, formulated on June 11, 2025, together form the "DX and Innovation Acceleration Plan for 2030," which was formulated on May 23, 2025.

2. Future initiatives

 Based on the Digital Infrastructure Development Plan for2030, the MIC will promote R&D and the social implementation of next-generation information and communications infrastructure (Beyond 5G), focusing on decentralizing data centers to regional areas through watt-bit collaboration and all-optical networks, as well as quantum cryptography communications. These represent new digital infrastructures for the AI era. Aiming to build a network environment that supports the use of new digital infrastructure and digital technologies, the MIC is committed to eliminating areas without optical fiber, ensuring their ongoing maintenance, expanding access to high-quality communications services that provide a tangible 5G experience, and supporting the deployment of non-terrestrial networks (NTN).
