June 11, 2025 Publication of "Comprehensive Strategy for Overseas Digital Deployment by 2030"

 Looking ahead to around 2030, the Ministry of Internal Affairs and Communications (MIC) will promote a range of policies aimed at strengthening international competitiveness and ensuring economic security in the digital field. Before proceeding, the MIC clarified its basic approach and organized specific future action items and incorporated them into the "Comprehensive Strategy for Overseas Digital Deployment by 2030," which is now being made publicly available.

1. Overview

 To promote economic growth, the Japanese government is now committed to supporting the overseas deployment of Japanese companies’ infrastructure systems through the Economic Cooperation Infrastructure Strategy Council, which is a whole-of-government effort. In December 2024, the government drastically revised the country’s overseas deployment strategy into the "Overseas Deployment Strategy for Infrastructure System Exports by 2030" for the first time in five years.
 The international community is now facing a series of complex crises, including climate change and other global challenges, threats to a free and open international order, increasing risks of fragmentation, and ongoing humanitarian crises across the globe. Under these circumstances, the overseas deployment of infrastructure is encountering a variety of challenges: rising investment and business risks, growing concerns over economic security, increasingly complex customer needs, the growth of companies in emerging countries, and the growing influence of the Global South. The Overseas Deployment Strategy for Infrastructure System Exports by 2030 states that these rapid changes in the global environment must be carefully addressed in pursuing overseas infrastructure deployment.
 In light of these circumstances, the MIC is looking ahead to around 2030 and focusing on digital fields, which form the core of the Overseas Deployment Strategy for Infrastructure System Exports by 2030. The MIC has defined a basic approach for promoting a range of policies aimed at strengthening international competitiveness and ensuring economic security. This approach is centered on principles such as global-oriented, market-oriented, enhanced cooperation with like-minded countries, strategic autonomy, and indispensability. Moreover, the MIC has organized specific future action items and incorporated them into the Comprehensive Strategy for Overseas Digital Deployment by 2030.
 The Comprehensive Strategy for Overseas Digital Deployment by 2030 and the "Digital Infrastructure Development Plan by 2030," formulated on June 11, 2025, together form the "DX and Innovation Acceleration Plan by 2030," which was formulated on May 23, 2025.

2. Future initiatives

 For specific initiatives in each of the priority areas outlined in the Comprehensive Strategy for Overseas Digital Deployment by 2030, the MIC will place emphasis on swift implementation, including advancing initiatives that are ready for rollout.
 In implementing these initiatives, we will also place emphasis on close collaboration with relevant stakeholders by sharing plans and policies related to R&D, international standardization, social implementation, and overseas deployment for each priority area.
