June 20, 2025 Seminars and free legal consultations on the "Guidelines for Improving the Production and Trading of Broadcast Content" (First half of FY 2025)
The Ministry of Internal Affairs and Communications (MIC) has decided to hold seminars and free legal consultations on the "Guidelines for Improving the Production and Trading of Broadcast Content." These sessions are intended for those involved in the production and trading of broadcasting content, including broadcasters and program production companies.
1. Background
To promote the production and distribution of high-quality and engaging broadcast content, the MIC is implementing necessary measures, including formulating and revising the "Guidelines for Improving the Production and Trading of Broadcast Content" and is advancing related initiatives.
As part of these efforts, just as in FY 2024, we will hold seminars and free legal consultations on the "Guidelines for Improving the Production and Trading of Broadcast Content" for those involved in the production and trading of broadcasting content, including broadcasters and program production companies.*1
*1 The trading includes transactions not only between broadcasters and program production companies but also between program production companies, as well as between program production companies and freelancers.

Seminars and free legal consultations on the "Guidelines for Improving the Production and Trading of Broadcast Content"
○ Outline:
Seminars will be held on the interpretation of laws and regulations regarding production and trading of broadcast content. During the seminar, lawyers in charge will explain key points that businesses must abide by in order to comply with the Subcontract Act*2, the Antimonopoly Act,*3 etc.
In addition, free individual legal consultations*4 with lawyers will be held for 30 minutes before and after each seminar. If you would like to check the interpretation of the relevant individual laws and regulations or if you have any specific concerns or problems regarding production and trading, please feel free to use this service.
