June 3, 2025 Holding a Study Group on Ensuring Governance in Broadcasters

 The Ministry of Internal Affairs and Communications (MIC) will hold a Study Group on Ensuring Governance of Broadcasters for the purpose of discussing the specifics of governance of broadcasters and how it should be ensured.

1. Background and objectives

 A broadcasting business that operates using radio waves, which are the public's common property, has great social influence due to its public nature and as media and press organizations. It bases its existence on the trust of various stakeholders.
 Recently, cases have arisen in which private broadcasters are in danger of losing the foundation for their existence supported by advertising, and which could undermine public trust in broadcasting. The background to this is thought to be a lack of awareness and governance regarding the public nature of broadcasting and their social responsibility as media and press organizations.
 Ensuring governance and updating management to quickly respond to the changing times is not an issue to be addressed by just one broadcaster, but is one that needs to be addressed by the entire broadcasting industry. For this reason, the Study Group on Ensuring Governance of Broadcasters will be held for the purpose of discussing the specific details of governance required of broadcasters and the measures necessary to ensure such governance.

(2) Specific measures to ensure effective governance
(3) Roles to be played by broadcasters, industry associations, and the national government, etc. in implementing the specific measures described in (2) above.

 The first meeting will be held in June 2025, and subsequent meetings will be scheduled sequentially. More details will be provided at a later date.
