July 17, 2025 Results of the Opinion Solicitation on the Draft Partial Revision of the Notice on the Type and Frequency Range of Radio Waves Used for Amateur Services (hereinafter referred to as the "Notice") and the Partial Revision of the Notice
Regarding the partial revision to the Notice, the Ministry of Internal Affairs and Communications (MIC) solicited opinions from Tuesday, March 18, 2025, to Wednesday, April 16, 2025. As a result, five opinions were submitted. The opinions submitted, along with the MIC's position on them, will be made available and will partially revise the Notice.

1. Background
The "Frequency Reorganization Action Plan (FY2024 Version)" was implemented based on the "Results of the Evaluation of the Radio Waves Effective Utilization Level” conducted in the “Radio Waves Utilization Survey in FY2023." In the Action Plan, it was found that the frequencies in the 2,425 MHz, 5,750 MHz, and 10.125 GHz bands—assigned to relay radio stations for amateur services—were either underutilized or not used at all. Based on this finding, the MIC reviewed the handling of these frequency bands and decided to make them also available for non-relay applications (excluding satellites and Earth–Moon–Earth (EME) communications). To this end, a partial revision of the Notice (MIC Notice No. 80 of 2023) has been decided.
2. Promulgation and enforcement of the Notice
The Notice was promulgated and entered into force today.
