Results of the Opinion Solicitation on the Draft Directive for Partial Amendment of the Examination Standards Related to the Radio Act
- Expediting and Streamlining the Licensing Procedures for Experimental Test Stations of 5.9 GHz Band V2X Communication Systems (hereinafter referred to as the "V2X Test Stations")
As a step toward the social implementation of autonomous driving, a system must be developed to expedite and streamline the licensing procedures for the V2X Test Stations. To this end, the Ministry of Internal Affairs and Communications (MIC) prepared a draft directive to partially amend the examination standards related to the Radio Act and solicited opinions on the draft from Friday, May 30, 2025, to Saturday, June 28, 2025.
As a result, six opinions were submitted. The opinions submitted along with the MIC's position on them will be made available.

1. Background
On Friday, September 13, 2024, the MIC published the "Interim Report (Phase 2) of the Study Group on Next-Generation ITS Communications for Cooperative Automated Driving." The summary includes measures to put the V2X Test Stations into practical use. One such measure is to expedite and streamline the procedures for licensing the V2X Test Stations, as this will support experiments conducted on the New Tomei Expressway and other roads.
Additionally, the government's "Comprehensive National Digital Lifeline Development Plan" was discussed and adopted by the Digital Society Promotion Council in June 2024. Deliberations were also held at the "Automated Driving Infrastructure Study Group," jointly established by the Road Bureau of the Ministry of Land, Infrastructure, Transport and Tourism, the Traffic Bureau of the National Police Agency, and the Telecommunications Bureau of the MIC. Based on these discussions, the MIC, in cooperation with related ministries and agencies and road and vehicle-related parties, will conduct a driving demonstration of self-driving trucks using the V2X Test Stations on some sections of the New Tomei Expressway from FY2025.
To facilitate such a demonstration, the licensing procedures for the V2X Test Stations should be expedited and streamlined in road sections where both existing radio systems and the V2X Test Stations can be used. To this end, the MIC has prepared the draft directive to partially amend the "Examination Standards Related to the Radio Act" (MIC Directive No. 67 of 2001), and solicited opinions on the draft from Friday, May 30, 2025, to Saturday, June 28, 2025.
