August 15, 2025 Results of the Solicitation for Opinions on the Draft Order to Partially Amend the Business Restriction Order Applied during the Transition Period for Japan Post Bank and Japan Post Insurance (hereinafter referred to as the "Draft Order")
The Financial Services Agency (FSA) and the Ministry of Internal Affairs and Communications (MIC) solicited a wide range of opinions on the Draft Order from Saturday, May 31, 2025, to Monday, June 30, 2025. Four comments were received, and the submitted opinions as well as our position on them are now available.

1. Background
Article 110-2, Paragraph 1 of the Postal Service Privatization Act (Act No. 97 of 2005) stipulates the following: if Japan Post Bank intends to engage in any of the businesses listed in the items of Article 110, Paragraph 1 of the Act after Japan Post Holdings Co., Ltd. notifies the Minister of Internal Affairs and Communications of the disposal of one-half or more of the shares of Japan Post Bank, it must specify the details of the business and notify both the Prime Minister and the Minister of Internal Affairs and Communications.
Pursuant to this provision, it is necessary to specify the notification procedure set forth in the latter part of Article 110-2, Paragraph 1 of the Act. To this end, we will partially amend the Business Restriction Order (Cabinet Office and MIC Ordinance No. 3 of 2006), applicable during the transition period for Japan Post Bank and Japan Post Insurance.
The FSA and MIC solicited opinions on the Draft Order from Saturday, May 31, 2025, to Monday, June 30, 2025.
2. Results of solicitation for opinions
As a result, four opinions were submitted.
3. Promulgation of orders
The Order Partially Amending the Business Restriction Order applicable during the Transition Period for Japan Post Bank and Japan Post Insurance was promulgated and entered into force today.
