August 1, 2025 Results of the Solicitation for Opinions on the Draft Ministerial Ordinance to Partially Amend the Regulations for Enforcement of the Telecommunications Business Act and Announcement Thereof
The Ministry of Internal Affairs and Communications (MIC) solicited opinions on the Draft Ministerial Ordinance to Partially Amend the Regulations for Enforcement of the Telecommunications Business Act (hereinafter referred to as the "Draft Ministerial Ordinance") from Saturday, June 7, 2025, to Monday, July 7, 2025. As a result, one opinion was submitted. The opinion submitted along with the MIC's position on it will be made available.

1. Summary of the amendment
In light of recent changes in social and economic conditions, it is necessary to take measures to enhance the management flexibility of Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation, while ensuring appropriate competition among telecommunications carriers. To this end, the "Act for Partially Amending the Telecommunications Business Act and the Act on Nippon Telegraph and Telephone Corporation, etc." (Act No. 46 of 2025, hereinafter the "Amending Act") was promulgated on Wednesday, May 28, 2025.
To establish the necessary provisions for partially enforcing the Amending Act, the MIC prepared the Draft Ministerial Ordinance and solicited opinions on the Draft.
2. Results of solicitation for opinions
The solicitation for opinions on the Draft Ministerial Ordinance was conducted from Saturday, June 7, 2025, to Monday, July 7, 2025. As a result, one opinion was submitted.
3. Promulgation and entry into force of the ministerial ordinance partially amending the Regulations for Enforcement of the Telecommunications Business Act (hereinafter referred to as the "Ministerial Ordinance")
Based on the results of the opinion solicitation, the MIC promulgated the Ministerial Ordinance. The Ministerial Ordinance will enter into force on the date of enforcement provided in Article 1, Item 2 of the Supplementary Provisions of the Amending Act.
