August 20, 2025 Results of the Solicitation for Opinions on the Draft Ministerial Ordinance for Partial Amendment of the Regulations for Enforcement of the Radio Act (hereinafter referred to as the "Draft Ministerial Ordinance") and the Report from the Radio Regulatory Council
The Ministry of Internal Affairs and Communications (MIC) is currently formulating the relevant ministerial ordinances to enforce Act No. 27 of 2025 (hereinafter referred to as the "Amending Act"), which partially amends the Radio Act and the Broadcasting Act. The MIC solicited public opinions on the Draft Ministerial Ordinance from Thursday, July 3, 2025, to Friday, August 1, 2025. As a result, six opinions were submitted. These opinions, along with the MIC’s position on them, will be made available.
Based on the results of the opinion solicitation, the MIC consulted the Radio Regulatory Council, chaired by SASASE Iwao, Professor Emeritus at Keio University, regarding the matters for consultation in the Draft Ministerial Ordinance under Article 2 of the Supplementary Provisions of the Amending Act and Article 99‑11, Paragraph 1, Item 1 of the Radio Act (Act No. 131 of 1950). Today, the MIC received a report stating that these matters are appropriate.
Based on the results of the opinion solicitation and the report from the Radio Regulatory Council, the MIC will promptly prepare the relevant ministerial ordinances.

1. Overview
The Amending Act, promulgated on April 25, 2025, provides, except for certain provisions, that it shall come into effect on a date specified by a cabinet order, within a period not exceeding nine months from the date of promulgation, October 1, 2025.
To prepare the relevant ministerial ordinances for the enforcement of the Amending Act, the MIC solicited opinions on the Draft Ministerial Ordinance from Thursday, July 3, 2025, to Friday, August 1, 2025.
2. Report from Radio Regulatory Council
Based on the results of the opinion solicitation, the MIC consulted the Radio Regulatory Council regarding the matters for consultation in the Draft Ministerial Ordinance under Article 2 of the Supplementary Provisions of the Amending Act and Article 99‑11, Paragraph 1, Item 1 of the Radio Act. Today, we received a report stating that these matters are appropriate.
3. Future plans
Based on the results of the opinionsolicitation and the report, the MIC will promptly formulate the relevant ministerial ordinances.
